It's a genuine marketing campaign AGL are doing. I went through this myself and got the discount from AGL as it is AGL who calls you.
Make sure to see the rate especially for AGL. After discount could be more expensive than others

Use the govt one, it includes all suppliers with no bamboozlement.
I went on this site, and it says "July is a common time for retailers to change their prices. If you find an offer you're interested in, you can ask the retailer whether they have any price changes planned."
So these discounts may not be fantastic if they raise their prices. It's happened to me a few times, when I've signed up to what appeared to be a great deal, then received a letter a couple of months later saying prices were increasing. This was with Origin and with AGL a few years ago. So frustrating, because you are not locked into the rates they advertise when they sign you up.
IIRC Dodo's rates are lower, and with 25% discount.
I'm really happy with them.
The only people that complain don't seem to comprehend the billing process they signed up for. (They charge monthly in advance based on expected usage, then adjust appropriately at bill time)

Discount is useless. You need to check each unit price and then calculate the real price.
And also check out whether the discount is "usage discount" or "whole bill discount"
For now personally I suggest to use Red energy which is always one of the cheapest supplier in NSW
and before "GST" or after..
pretty sure any percentage discount is exactly the same whether they give the discount before the GST or after …
AGL rates are higher than everyone else by 5-10%
Usage charge after GST for AGL is 32c, everyone else is around 29c.
Somehow they've all gotten rid of the 2 volume pricing that use to be standard

Keep in mind AGL is currently offering 22% off electricity usage plus $50 off each new gas and electricity sign ups which this targeted offer does not seem to have. For people with a small house or has gas for hot water and stoves, the $50 might be better off than the extra 3% discount. Of course you are free to shop around and switch after you get your $50 credit.

About 2 months ago AGL had a very good offer for NSW - $50 off your 1st bill, 20% usage discount + your 12th month free.
Can't see this offer on their site any more. Possibly expired. But worth calling and asking them.
I think those who are saying that AGL has the highest prices are a bit out of touch. AGL used to be perhaps the most expensive. Not anymore.
Here's comparison for NSW (currently available offers and prices):

I have received more info from the company running these campaigns for AGL. Using the originally linked experts.com.au URL will have your request rejected. They are manually reposting those who have filled up the form on AGL's own website. For now please use the correct form which I have updated in the OP, and it includes also other states (Qld, Vic and WA).
Our usage charges are up for renewal with AGL in NSW.
We were on a Electiscity/Gas usage discount bundle 18%/16% they automatically dropped this to 14%/12% after the bundle deal eded. We called and the best they could manage to give us was 22%/16%. Seeing this and not getting there best offer, filled out the form for them to call us and renegotiate this pay on time usage discount of 27%/20%. Since they are obviously no giving us there best offer.
How long does it take to get a callback from them? As AGL sales know nothing about this deal. Seems like whoever is offering this is the only one who knows about it.
Also in the conditions at the bottom of the page its still listing the Electricity Discount @ 25%.
This AGL Savers electricity plan lasts for 12 months and consists of a 25% pay on time discount.

I just registered on the link from this post, and got a call a few hours later. The phone immediately hung up and I didnt get to speak with anyone, however, I redialled the phone number from my call history and was put through to AGL Anytime. Spoke with a guy and advised I had seen an ad for 27% off electricity and 20% off gas. He said that that was the current promotion that they were running. The current offer was for 25% off electricity, however, some people got an email offering 27% off electricity, then he went ahead and offered me 27% off. Im an existing AGL customer, so he pulled up my record and just applied it to my account. He advised that the supple and usage charges would remain the same as what Im on ATM. Just waiting for my welcome pack to confirm discounts/charges.

How are you guys managing to get this discount? Is there a number I can call to get this? I requested a callback last week and still haven't received a call. My dad called AGL directly and told him it was a scam and no such discount deal exists.
Best they could offer was a Seniors discount of 25%/19%

3) Get the call back in about 4 hours or so
4) They ask if you are a current customer, you say you are a new customer (you have to be one of course)
4) They will ask "Have you seen a promotion for AGL?"
You say "Yes, 27% off electricity and 20% off gas"
5) They sign you up to the deal
6) You sit at your desk feeling good and start counting all of the money you saved with one call in your head
7) You post here to let others know it's still valid as at X date (or not)
Please update. Link to deal for NSW has reverted back to 25% (Electricity) and 20% (Gas).
Also not happy that I registered twice as an existing customer and never got a callback. Calling direct was unable to secure the deal.

Update on above. Origin got my cancellation request and counter offered 28% off for electricity and 20% for gas to keep me. I rang AGL to cancel the transfer and they then countered with:

I just spoke (10th October) to Origin who could not beat this counter offer from AGL. Origin's deal ceiling was 28% for electricity and 20% for gas.
Origin usage in my specific state (NSW) and area (Ausgrid) is 28.55 cents per KW ex GST. AGL is 29cents per KW ex GST so AGL wins with their larger discount it seems.
