I think it ships from the uk but still can't go wrong if your willing to wait a few extra days for delivery.

I got mine from ebay buy it now $29… free postage… came with all the manual and maps and works fine online… from a chinese seller but there is nothing to fault - it took about 2 weeks to get here…

I just got mine. It's an NTSC-J version. Being Japanese, I'd expect the case to be in Japanese but it's all in English. This is a gift so I can't open it, so not sure about the manual and game though..

The price is $54 now so you might as well get the NTSC-J version on ebay from some Hong Kong sellers for like $47. Just make sure it's the NTSC-J version though since the Asia version which many sell has Chinese characters on the front of the case and probably on the back and manual if that bothers you.
