Just got this banner when I visited Google Play Movies on my phone.
It is targetted. Algorithm for targetting is unknown, but may or may not source data from Santa's naughty-or-nice list, the ATO, your credit file, and a hash of your passport number.
It looks like different people get different prices, varying from $0.99 to $1.99 (?).

I've got one for 99 cents, but when I go to redeem says I cannot from my country.. Strange!

I believe you basically get 48 hours to watch it.
Start streaming it within 30 days. Finish watching it within 48 hours of starting it.
Mine has a promo for two 99c TV episodes, but no discounted movies available. I have three accounts and it was the same on each.
I did take up the 99c rental the deal a month or two ago, so maybe that had something to do with it.
Edit: Okay, the first times I followed the link, it didn't pop up the coupon section. However, they all say that I'm in the wrong country.
