Blame Tony, I think it was. Premixers got some extra excise tax to try and curb teen drinking, as teens are less likely to buy cups and mix drinks at the park, they said. Instead Its had the reverse effect with the rise of 'pre drinks' where people get smashed on spirits before party/club. Lol.
