I think it means the battery is dead when the lamp is dim. The battery needs to be charged.

Both lead to same outcome - plug it in to recharge when light gets dim, or possibly keep it plugged in most of time. It takes ages to recharge.
It's a redundant statement anyway - meaning battery operated things discharge with use (no SIM required)

Good looking item, but 12 hours to charge is long.
Similar to putting a USB light on a power bank base (which I have done with au$1 USB light with built in touch switch).
More stylish, better light height & control over light level, but with likely less battery power than a basic power bank. But could plug this into a power bank.
From specs:
