PES 16 is the best soccer game you can play right now if you are a true soccer fan and actually play real life soccer. However, PES 17 is coming on 15/9 and Euro 16 was over now so you properly can only play this one for 2 months until the game becomes outdated. Given the new game will sell for about $79, which gives you 12 month of benefit, 2 months only worth $15 max so you are properly better off buying a new game at full price and play for the entire 12 months if you can wait until September.
Below are some of my thoughts on the PES vs FIFA debate: (I play both PES and FIFA so no fanboy here)
PES 2016 is fantastic and outperforms FIFA by miles when it comes to gameplay (passing, running, shooting, dribbling, tackling, collision physics) which is the most important things to a true soccer fan. I have to acknowledge that FIFA is better when it comes to presentation of the game (commentary, licences, menu options…), which is very appealing to casual soccer fans. Players' looks are debatable and subjective so I wont say anything about that.
FYI, PES has adopted the gaming engine from the infamous Metal Gear Solid and is only getting better even though at the start (PES 2014) it was horrible. PES 2016 is when they do everything right given the adoption of the engine. On the other hand, FIFA has been staying the same since FIFA 13 or 14 and recently, I played FIFA 16 and found that it is exactly the same as FIFA 15 in terms of the gameplay.
Evidently, If you look at PES 16 vs FIFA 16, you will see that PES 16 is a more technologically advanced and hence, very demanding game in terms of graphic since the weaker Xbone can only render sub HD resolution while only a PS4 can render full HD at 60 fps. There is no such thing in FIFA since they keep using a very outdated engine, properly from the PS3/XB 360 era. As a result, FIFA themselves properly feel the heat from PES because PES 16 is rated better than FIFA 16 in almost every review last year so this year, they decide to adopt the engine from their Battlefield franchise in FIFA 17. This is to reinforce that at the moment, PES 16 is better than FIFA 16

Definitely PES16 is way better than 15 but as I said in the comment before, wait to get pes17 at full price and play for 12 months if you can as it has a better value.
PES 15 is better. PES 16 still lacks fouls and the keepers are bad. Almost every low shot to the corner goes in. PES 16 has leaned towards the skating mechanics that Fifa has. PES 15 doesn't have that and has better foot-planting. In PES 16 you can run through the opponent's half with your CB diagonally and score. There's also no difference in the different passing levels in PES 16. These are off the top of my head. I'd say stick to PES 15 for now, unless of course you don't mind any of the issues I mentioned. (A regular PES player since the 90's if that matters)
Upon reading your comment, I think I left out an important detail: I played Pes 15 on PS3 and pes16 on ps4. Maybe that's why I got the impression that pes 16 is way better
I prefer PES 15 in mechanics, but PES 16 is still better than fifa 16. Upcoming PES 17 is looking good, definitely buying on day 1, but wouldn't hurt to get 15 if it's cheap, great game.
