Exactly my thoughts! Poor marketing strategy.
Simple maths.
Two items saves you $20 this way (and 5 saves you $50). That is better than $9.90 saving.added.. Just looked and some items are $2. You wouldn't save $10 per item if you bought the cheap items.
Equally, the store will not want to ship a $2 item for free as they effectively gave it away.This method ensures people buy multiple items to make use of the discount which will maximise what they sell.
Good marketing strategy, not poor.
So is it $10 off every $10 clearance item in a single transaction, or $10 off per transaction of clearance items purchased? I don't see how this is better than the other (apart from the 10 cent difference), unless I am misreading the whole thing.
Edit: It seems you've edited your post. So how did you come to the '5 saves you $50' part? Mind to elaborate?
I think I may have misread. I saw the title which said "$10 off Clearance Items" and assumed it was $10 off each. However given that some items are only $2 I am going to assume it is a flat $10 of in which case they may as well have given free delivery (though it is free anyway over $99).
The site is pretty rubbish to navigate and even though I sorted by order it still showed prices that were all over the place.
added: Just checked.. it knocks off $10 total even if you purchase multiple items.

I fail to see how some of their "clearance" items are a good price
The old KitchenWare Direct had pretty good pricing generally - not so much this amalgamation.
May be some exceptions…The voucher can also be used in store. My email says "present this email in store".
Why don't they just call it free shipping sale if shipping alone is $9.90?
