Can anyone comment on the quality of double oak mills ?
Pretty standard. You'll only get a year's usage out of them. The soles wear out fast and the leather crinkles easily. Also, the inner of the shoe will deteriorate since it's not leather.

At the end of the day it's all relative to the price you pay. If you paid $40 (which is the price they do get get down during sales - even down to $30 and under), you'd still get 10 years for 10 pairs compared to one $400 pair of Loakes for instance.
But when you're buying shoes, I encourage you to find one really good pair that you have for important occasions and several crappier ones for everyday trashing.
The other thing is to take care of shoes. Even the best pair of shoes, when scuffed and unpolished, can be worse than a pair of brand new $30 ones. Invest in a good polishing kit and polish once a week (or at least a fortnight). I recommend Collonil.
Also invest in good cedar shoe trees.
