We've been using a Zyliss cheese grater for more than 20 years .. bullet proof .. grates granite hard parmesan skin with ease … :-) .. !!

I have a zyliss and an oxo good grips. I have to say the oxo is better but only because of the weight. As a result it only leaves a thin skin of garlic behind. Also has a cleaner built in but they are $10 more - $36

The zyliss fits more cloves in though.

The only garlic crusher I can ever use! Easy to clean - just stab it with the bristles of a brush and it'll free up any skin left. Don't put in the dishwasher though ,even though they claim it's fine now.

(I crush frozen garlic cloves too - no issues)
