Just get whatever is cheaper if you're not worried about overclocking or warranty support.
If you want better warranty support then go for Asus or Gigabyte.If you want to overclock then I believe the Gigabyte cooler has the best performance out of all the major brands.
I have had the Asus GTX970 Strix for 1 year now and I have no problems playing games at 1080p. You can play most games at 1440p too, but you might experience some stuttering with games like Advanced Warfare, Batman and Farcry 4.
Great card for the price.Asus's customer support is terrible in comparison to EVGA.
Definitely better than the strix in terms of performance, but maybe lacking some of the features (lower tdp at stock clocks, default fanless modes?). However I think the MSI 970 is around (or better) than the EVGA card in terms of performance, but looks 10x better IMO.
ADVICE: Do not get this card if you're gonna be gaming on 1440p with Ultra settings on AAA titles like Witcher 3. It doesn't get good FPS unless you compromise in graphics settings. 1080p on Ultra is perfect for it, it screams through games.
Are there any good value graphic cards around $200? Or is that too low for anything decent?

Yes it can, HDMI 2.0 gives you 4k60fps. Not sure if it is capable of higher refresh rates though. Also, DP 1.2 will allow for adaptive sync.
