Blackberry Passport is available to order with any Optus local store.. let me know if you have any difficulty and which location you tried..

It supports LTE 700. I don't see the problem…
It's not that simple, I'm afraid. Telstra's new "4GX" rollout is LTE 700 but very importantly, it is FDD-LTE aka Band 28.

Based on the GSM Arena specs for the Passport as linked above (Bands 1, 2, 3, 4, 5, 7, 8, 13, 17, 20) it supports the North American 700 LTE (aka Band 17 from memory) but not Band 28 used by Telstra.
This means it will be fine on the "normal" 1800Mhz LTE bands used by Telstra and others, but won't have access to 4GX.
