+1, Many of this style on eBay, often a couple dollars cheaper with free shipping.
This lock is also available free at every train station if you have the patience to try a few codes

This has a bracket to attach to the bike. An almost identical one was $10 at Aldi recently.

The thing is, this isn't a $15.95 lock. I wouldn't pay $5.
Even if you can't put a bit of tension on the barrel and feel the gates open as you twiddle the dials… you could cut through a flimsy cable like this with a pair of scissors.
Junk at any price. Overpriced junk at this price.
