Just make sure you buy all your items from one store only, I believe you cannot buy from different stores at a time to claim this deal. I could never manage to use it because I can never manage 10k yen worth of stuff to buy…

You maybe able to get the coupon without even spending at rakuten. lol.
I've taken advantage of these deals in the past.
If I remember correctly you only get issued the coupon after a package from a Rakuten seller gets received by Tenso where they manually check your package. So no free coupons.
That or when Rakuten detects you're sending a package to Tenso they inform Tenso to issue you a coupon.
I have yet to order a single thing from amazon.co.jp natively. Maybe in 2020 there will be less ecommerce roadblocks…
This is better than the usual Tenso coupons, since it can be used for 100% of the shipping cost, and up to 3000 yen. Typically they only cover 50% of your shipping to a max. of 2500 yen.
According to the conditions, you can use this coupon on a consolidated package from multiple stores - as long as all items in the package were bought on Rakuten. And of course at least one order from a single store must have cost over 10,000 yen to qualify for the coupon.
You get until the 4th of August to use the coupon too, so as long as you make 1 purchase to qualify by the 13th July, you can then make additional purchases to combine with it over the next couple of weeks.
I don't think you can consolidate from diff stores on rakuten.

You don't consolidate your orders with Rakuten, you consolidate them with Tenso (the shipping service with whom this coupon is used). There are some additional fees (with Tenso) for consolidating packages, but it can work out a whole lot cheaper than shipping packages separately.

haha looks like their system is smart…. they have to verify the rakuten purchase then they send you the link. I guess they activate it on their end, before they send you the link.
Recently used Tenso, had no problems and they were pretty quick though I didn't buy from Rakuten.
