    Looks like a primitive version of XnView to me, which has always been freeware.

    Thumbs Plus is super old, not sure if it outdates xnview but I remember having it circa windows 95…looks pretty much the same - probably worth getting for my Dad who probably used it and still remembers/prefers the interface!
