    No, but that requires the hassle of using account migration, and there's a 3 month wait before you can migrate back to US. I believe you're thinking of Steam.

    The banning was only happening for people that changed regions to get region specific free games; I don't think buying discounted games was a problem…

    Technically, you are using false info to get discounts or freebies that are otherwise not available to you, which is a breach of T&Cs. However the chances that they will crack down on it is low.
