I think you can charge 2 batteries or 4 batteries at a time.
You can only charge batteries in pairs, i.e. 2 or 4 at a time.

Yes it does, been using it for a month or so now. It has a charge LED which will let you know when the charging is complete. At this price it's a great bargain.
I may be wrong (and I hope I am as I already ordered one!), but no where does it say that batteries are included ? It just says that it 'charges 4 batteries at one time' and 'supports AA and AAA batteries' but no where it says 'batteries included' ! The picture seems to suggest it though.

Think that when u need to use all those batteries in 2 years time, most of them will be drained
…because 49 cents each is expensive for single-use batteries.
If you use them enough that a bulk pack like that is what you're after, you'd have to have failed basic maths if you don't see how rechargeables could be saving you big bucks in a very short time.
In no way do I recommend dealing with CatchOfTheDay though (or particularly recommend this product, which is probably cheap & nasty). Previous history has shown CatchOfTheDay are deceptive cheats. A recent deal they advertised glue sticks promising 12 on their website. Only 4 were sent, to multiple people. That can't be a mistake.
Have fun getting a timely refund out of them too, in cases like this.
Back to the topic: disposables are a false economy even without going into the monumental waste of resources their production and disposal has on the environment. There are other reasons to like Ni-MH rechargeables, like less internal resistance for more current capability in high-drain devices and far less chance of leaking (I've never had one leak) and the fact that "low self discharge" batteries like eneloop mean they can store a charge for a long time without use (or very low power applications), but these killer advantages are all peripheral to the main economic argument.
If you don't understand how they can be saving you big bucks in short order, then…sorry, keep buying disposables at the ripoff price of 49 cents each. I'd rather buy a rechargeable for around $2.50 each and get hundreds of charges from it (or beyond that if you believe the manufacturer's "up to" claims).

This will work but you would be better off getting a better quality charger. Like the ones people post from Amazon - Crosse.
The main difference is a good quality charger actually reads the charge in the battery and once almost full they only trickle charge until full.
Cheap chargers like this tend to overcharge the batteries and reduce the life of them.

Buy a quality charger and your batteries will outlast the device you use them in.

He probably means that this charger doesn't have individual cell charge control (things have to be charged in pairs). Which may result in overcharging or undercharging the battery, which at worst could reduce the life of the batteries.
In other words, it could be a "cheap and nasty" charger. If it were up to me, I'd consider getting the eneloop charger off Amazon, with 4x AA eneloop cells, for about $20 (excluding delivery). It also charges in pairs but you should be able to get hundreds of charges, regardless - especially if the batteries are used together and/or equally discharged. It's world voltage capable, so all you need is a US-to-AU adaptor available for 50 cents off ebay.
Advantage: eneloops are "low self discharge" and proven quality. You can leave them charged for a long time before they lose substantial capacity, unlike old Ni-MH rechargeable technology which would lose a lot of capacity if left as standby batteries for emergencies, for example. Or when used in things such as remotes and calculators and other low-drain devices.
Plus eneloop quality is cheap enough and the bundled eneloop charger isn't too bad if on a budget. You can always do better if you pay more, but to me it's the most recommended way for the common man to get into rechargeables without dicking around with more expensive gear. I wouldn't place much faith in these Duracell rechargeables (or this vendor), but then again, I'm sure there are SOME people using them that like them.

I ordered one of these so that I always have a set of charged batteries to go into my T.V. remotes. Does it damage that batteries if I just leave them plugged in until I need them?

The charger is nothing special, just a stock standard charger.
Perhaps its because I have a LaCrosse and the battery charger is of no use.
I still don't get it. Please rub my nose in it. Both the OP and the Rep provided links that lead to a charger with several pictures of batteries and a price of $5.99. The Rep assures us the batteries are included. So why does the title continue showing $11.98?

As my first rechargeable batteries, I'm pretty happy with the set. Seems they're now 9.98 delivered on COTD, even cheaper than the original deal. Almost tempted to grab another, just for the extra batteries.
