I saw these at my local HN today, these are OK drives at a very good price. There's a limit of three sticks per sale (or per person?). Stock was plentiful at HN in Hobart. They're also listed as a 'Red Hot' deal on HN's website.

Got a few last time for $2. I was in Harvey Norman yesterday (Wednesday) at Oxley (Brisbane), and they had a crate/barrel of these, but they were $6. :/
Some stores aren't advertising the discounted price but they still scan at 99c
Worse thing, the woman behind the counter manually increased their price back to $5. Had to correct her the scan price was correct, I wonder how many people got caught out with that one.
But I did purchase 6 at the time.

Martin Place in Sydney had loads but marked at $5 - didn't attempt to buy
They're actually $1 there even though the box says $5 - I bought some yesterday.
Martin Place are doing the 99c but they're pretty tight on the limit. I ordered 2 lots from them, they rang and said they'll only process one and I have to email for a refund on the other order.
It's not only Toshiba - Harvey Norman Fortitude Valley (QLD) had a big box of mixed brands for $0.99 yesterday including better brands like Lexar and Verbatim.
Thought Toshiba was a good brand?

EDIT: Short answer to your question, the system doesn't seem to care if you're ordering from different stores like I did. Ordering more than 1 lot from a single store will depend on the store. I'd say by now management has told them to reject such orders though.

If somebody needs a stick with more than 4GB, most Officeworks are clearing out their stock of generic 8GB sticks for $3.33 each. Not quite as cheap per GB as the HN deal but still the best Brick & Mortar price for 8GB at the moment.
Transfer speed is not great but I've seen worse.
The biggest catch is that the caps of the sticks are branded with a picture of the "boy band" One Direction.
However, the caps are easily be detached from the stick if that nauseates you (as it does me).The caps could, of course, be easily painted over with hobby paint, spray paint, or just a good permanent marker.
There is plenty of supply. OW is having trouble moving the branded sticks even at that price, but I don't think people realise how easy it is to simply remove the cap.

My fiancée got 3. The boss politely informed me that we'd gotten all we're allowed to buy, citing the 3 per customer limit. So in true OzBargain spirit, I asked if it would be okay for my 5 month old to buy 3, he had no objection :)

Got 6 today at Oxley, ordered 3 online for in-store pickup (which my Husband got) & I got 3 more while there today, wasn't allowed to buy more than 3 per person. They aren't marked at 99c, but at $6.95 (if I recall correctly), there are heaps and heaps of them there right next to the checkout.
Wish you could tape them together and get 12GB. Can't fit much on 4GB these days.
I saw a 256 USB RAID device someone posted in a previous USB deal. Then you could have 1TB of Toshiba's (questionable) goodness without needing the sticky tape

These USB sticks are very slow. I bought three yesterday and compare to other USB2 stick, these ones are much slower!!

Has anyone try to open and see what is inside ? You will be surprise to find out the actual flashdisk component was very small, in fact what inside the black plastic was nothing just a clear plastic and no component in it. What I try to said is you can use it to make a smallest flashdisk because the main component was actually inside the connector.
I've got a 8GB flash key given out at a conference. It's a chip of plastic just big enough to fit inside the USB socket. No USB plug, just the gold fingers on the plastic. You need to attach a cord to it or you will lose it.
Just Left HN @ Oxley. They have heaps of sticks. BUT in box marked everyday price $6-00 reduced from blah blah. I had to ask a blueshirt staff [who had to check with the checkout operator].
