Yep. $98 on one of my $100 cards. It took a while, but I disputed and received a replacement card.
My thinking would be fuel is OK as long as you pay in-store - as opposed to their app that lets you pay at the pump.

Going by the terms shown in the picture, it's 10% off the fee too? So costs will be $95.36 (4.64% off) and $231.75 (7.3% off).
