Not sure what you mean. There is certainly no stipulation like that in the Shopback Ts and Cs.

Yeah their communication is terrible, they never contact you, you are often on hold for an hour + to talk to them. Terrible bank.

I don't know, but I moved to St George a year ago when refinancing and can confirm their credit cards team is a pack of clowns.
