Looks like minimum spend applies, and is different depending on location.

Sydney - $99.95
Elsewhere - $124.95

EDIT - Unless it hasn't started yet. The homepage mentions the deal, without any caveats. The FAQ mentions that these are the standard free shipping limits - see http://site.cellbikes.com.au/help-centre-article?id=52

This a good internet store operation. In store pricing is different though.
