Yes, if your laptop drive is set to region 2, or if you have some decryption software. VLC should be able to decrypt it (I think).
This answer taken together does not make sense.
Most DVD laptop drives only allow for a specific number of region changes (usually around 5). This can usually be 'fixed' by downloading software to give you unlimited changes and/or reset the change count. It is legal to do that in Australia.
VLC will not 'decrypt' a region 2 DVD; the DVD player needs to be able to read it first.
As has been pointed out later in these postings it is more likely that these DVDs are dual Region 2/4 making this whole conversation above moot.
The Mr Bean discs are dual coded for both Region 2 and Region 4, you don't need a multi region player.
How do you know this?

10 years ago, i could see the humour , these days its all stupidity but as i said in the main post that it would suit a kids Pressie as kids see the humour in these types of series . but as adults we dont … obviously because our brains have matured enough to know that what mr bean is doing is silly lol

Going by the photos the one from JB Hi-Fi is clearly not the same box set. The box set from Amazon UK looks twice as big.

The link says it's locked to Region 2 (Australia is Region 4).
Will work on any aussie blu-ray player which is region free dvd. Although some times you get DVDs from Amazon UK which are multi coded region 2 & 4 dvd even though Amazon's description just says region 2.

(Amazon never lists if they're region free or not, it's simply a placeholder text applied to all DVDs.)
