The actual price was $299 with $200 voucher which brought the price down to $99. So the price was never $99 and not everyone was able to get that.
You could buy a $30 voucher to get the $99 phone. Most people need a port SIM anyway at some point so it pretty much was a $99 phone or close to. Total $129 with the voucher.

Can also confirm this worked. Did not have an Telstra account and was not able to purchase it via the online store. Even creating a new ID requires an account number or Telstra number. Ended up just walking to the Telstra store and they offered the discounted price for outright.
