There was a Vaughan 23 oz framing hammer that had a big head, straighter claw and much longer wood handle for $20 that had a Clearance price tag (from $40.

A 28oz hammer is a bit of a handful unless - like the description indicates - you’re tryna sink big nails into framing timber. Longer than 24 and 20oz they are harder to be accurate with.
For general hammer type activity, the lighter models are a better bet.
But yeah, cheap for an American made knockometer.

This is true.
I saw all 3 hammers at Bunnings today, and the 28oz would be harder to be accurate with,
but it does have a bigger head, and you will get more 'swing' due to the length.
The 24oz seemed to be most useful length and size, but the head was smaller, and for that same weight, I found the Kincrome one on shelf, better…but "Made In China, according to (Australian) Kincrome standards" :-)

Kmart one is 16oz only, so ok for general use. 28oz is much stronger.

i picked up a 28oz framing hammer and a 24oz claw hammer. the 28oz hammer is longer, heavier and has a much bigger head. the claw on the back of the 28oz framing hammer is flatter and probably better suited for prying planks, whereas the 24oz claw is more curved, probably more suited for pulling nails. thankfully both didn't have that tacky "made in the usa" sticker on the handle
i picked up a 28oz framing hammer and a 24oz claw hammer.
I was just about to pay for the 24oz hammer at Bunnings, when I spotted the 28oz one.
The 28oz hammer was much longer, heavier and with a bigger head, … that I returned the 24oz to the shelf, and then bought the 28oz (thinking: same dollar value, for a whole lotta metal :-D )
I only got the 28oz one (and with blue handle, it will match the Kincrome plier set, ha ) but I think the 24oz would be more useful for day-to-day jobs.
I went and visit my local Bunnings. They had 23oz (CF2P Californian framer) timber handle, 24oz & 28oz all steel. All Vaughan framing hammers are $20. I think this price should be everyday price. Nothing special about this hammer apart from Made in USA. I though the finish was a bit rough when compare to Estwing. Even the looks and feel of the Kanga is better than Vaughan.
My everyday hammer is 595g (20oz) Rocket. Anything heavier, get a sore arm after use. But for value for money based on $/oz, 28oz all steel for $20 is great value. Make America Great Again.
The Estwing is much better (and a lot more expensive now). Looks forged rather than cast (though the Vaughan would have to be forged too given its thin shank).
