Despite some of the comments, I let mine lapse 3 weeks ago and never got a better offer, they want $49 from me.
I would definitely rejoin for $5, or that $19 with $30 coupon offer but unfortunately not targeted this time

Checked on one that had eBay plus nothing.

When the account expires and some users decide to cancel their service or keep going, does eBay Plus send a message to influence you to stay or to retain you?
I cancelled my previous subscription last year and then took another year a few weeks or month afterwards as I received a $30 voucher and low year fee.
(I think it was $9.99 or something) The voucher had a 3 year expiry so I wonder what they will do this time to retain you if they are active in that regards.Anybody got any retain offers after cancelling?
No. I spoke to chat when I cancelled and explained how it had been excellent value year 1 then 2nd year barely and 3rd year I'd switched almost exclusively to AliExpress which was cheaper and often had faster shipping to WA than from eBay sellers in Sydney so that's why I was cancelling my membership at $49/year when I'd seen recent promotions for $5/year and $19/year. They didn't offer me either of those promotions then or any "we miss you" emails since. eBay hasn't been on my radar for online shopping since last year except once so no great loss to me

So i will hold off and see if i ever get a better offer
My Ebay Sub ends in October see what I get offered the other A/C which hasn't been used for 2years + offer is free trial membership for 1 month then $4.99/month

the deal was on middle of the ebay home page.. just scroll down and u can see a banner i just use paypal to pay for it.
