Preferably around 12-13" and decent picture quality? Budget around $300 but I guess I would go higher if it needed.

You won’t find a 13” tablet with a good screen within your budget unless you are open for buying used, for example a used Lenovo Duet 5 can be found for under $400 on eBay . I have one, and it’s excellent for media consumption. It has a pretty good OLED screen and excellent battery life, I’ve used it for over 12 hours on a single charge. As a bonus, you also get the full desktop Chrome browsing experience with addons. I've seen the Duet 5 on sale below $500 last year, but not recently.
I bought a duet 5 and sold it pretty quick. For media consumption, the resolution is fine. Text left a lot to be desired.
Theres a couple at Bing Lee, but you'll either need a little or a lot more to your budget.
