      Yeah at least for some models they won't let you charge at the full 130W unless its a dell charger. Which is why in above it has the dell weak charging.

    Yes, you can. The battery is rated 90Wh. The regulation allow carry-on with battery less than 100Wh.

    But still at the decision of airport security or the airline so YMMV
