Noctua have been good for a long time. The competition has caught up and are better value.
beQuiet and arctic are recommended. I've got the Arctic P12 PWM PST fans and they are very quiet. I think some people have complained about whine at certain RPMs but they've been solid for me.
Anyone that thinks the Arctic whine is bad haven't experienced EVGA fans. Replacing those with Artic on my AIOs has made a massive difference in sound. EVGA is like a jet engine.
