Same for me. I'm wondering if its because a couple of months ago I signed up to be advised of latest phones and offers. Wondering if creating a new google account with a different email address would work.
Go to the store via the link in post and scroll half way down where it allows you to sign up. It shows you there if already subscribed
No longer works. I signed up on last week on one account and only got the welcome email and have just signed up on another account and it was the same

Just worked for me. Fyi the code issued isn't tied to your account, I signed up via a secondary email address and used the code to order a phone on my primary account that had used a signup code in the past.
I'm not seeing a mechanism to sign up for a 10% discount?
