Yup it's the equivalent of SALE signs in physical stores.
If everything is on sale all the time, nothing is on sale.
They are trying to mentally condition all the stooges that RRP == SALE.
Except that's not always the case. There are legitimate bargains to be found on eBay.
A fair few items actually turn out cheaper than other stores after the sales.
We live in a free capitalist market where often companies sacrifice profits for long term market gains.
Not sure if it has worked in ebays case.

Ebay never truly has a sale anymore. It's turning into an Amart where all prices are inflated and then marked down 20 - 50% in their 'Sales' to become what you pay at a regular store.
That's not true, yes some stores inflate their prices just before a sale goes live, but not all.

The other problem with Ebay is the growth in the number of dodgy sellers pretending to be Australian sellers when they are Chinese sellers with long delivery times. I noticed that according to ebay the tiny Victorian town of Mortlake must be full of large ebay seller distribution centers :) . I have never noticed anything like that when I have driven through the small town :)
Yet ebay does nothing about these dodgy sellers …..
I should add I have nothing against Chinese based sellers.. I buy a lot from Aliexpress and the sellers are excellent to deal with, often better than many Australian based sellers. The issue is the dishonesty of the ebay sellers misrepresenting their location.

Great way to inflat revnue and mark all promotion as "marketing" expense whilst net profit is flat.
