yea that would be because your 15 mins would have ran out and the game was removed from your basket, but caus the site sucks you cant readd it. ive got the same thing going on too.

after it screwing up the whole time and hanging on my basket, its gone through and its now in my games without having to do anything more than adding and going through to cart the first time.
if its in your basket and hung, and when you try and readd it it says you already have it, i would say its probably on its way to you

Yep, they do. It's called Capsule.
You don't have to download their client or the game…just buy the game and keep it in your account until it gets some trade value, then cash it in and buy a steam game.
they also sell steam keys though, and if you grab the free games you can trade them in later!
