Legally it's a grey area, and they can't sell/include emulator software like i.e. retropie. And if they made their own it would multiply the cost as well lol.
GPi Zero cases are kinda nice for emulation purposes though. And portable. There're also raspberry pi case kits in a form of other consoles.

They already cry bloody murder over how expensive Lego is (even though it's historically never been cheaper in terms of cost-per-piece or median price per set, adjusted for inflation).
Making a licensed set as large as this one that also doubles as an actual console emulator would push the cost to well over $1,000 dollars I'd estimate and have hordes of people screeching "oMG LeGo iS LiTeRaLLy dAyLiGhT rOBbeRy!1!!1".
It's more expensive than the actual re-released console itself!
