In practice, this is a 24W charger, as it will only do 12V @ 2A when used in a car.
To do better, you need a higher voltage. With 24V in, you can use it to charge your laptop.
But I'd not expect such a small thing to last long at high power. Note they only promote it as a phone charger.

I understand most do, but not all.
I have a Baseus one that looks exactly like this and it does voltage step up. It charges my Dell XPS 13 (19v) from a 12v car.
@Goof: I'm going by the advertised specs. It's in images, so cannot be searched.
I already had one from this manufacturer die on me. It was replaced under warranty. If you look through the 1 and 2 star reviews you'll notice others with a similar manufacturers defect where it develops a problem carrying a charge over time. Would not recommend.
