Is the actual Notebook. Your link is the 16" with a 4060.
You are going to get compromises in a gaming laptop at this price range.
With that said, the LOQ gets whats important to a gaming laptop right, you get a decent panel with advanced optimus, you get cooling that handles the specs inside well (even at the cost of fan noise, which really isnt a strong suit in a lot of more expensive machines), keyboard is workable and it got a well rounded set of io. As for build quality, battery life, speaker? Lets be honest, asking way too much for a 1.2k machine to get the 'extras' right as well.
I personally would like the zen4 -HS over intel in such a chassis (and lenovo do have these in LOQ skus) - helps a bit with the small battery as well - but again, the pricetag is there and Im not one to complain.

Is this better than 3060?
Depends but in most cases yes
10% slower than a 3060 given both are max performance variants (~140w for 3060 and ~100w for 4050)
4000 series got frame generation making it better for capable games
and cut down bandwidth which hurts performance as soon as you get out of 1080p, such is the case here.
jarrods video on the 4050 vs 3060 illustrates this well: 3060 wins hands down except in the few games where FG is enabled, but even with FG, 4050 framerate tanks to 3060 level at 1440p that its barely a win
it looks so garbage tbh blocky and diagonal lines become zigzags
probably wait a few gens they’ll make it better
I’m hanging for a 4060 laptop for when I’m away for work, purely due to the vram. These 4050 deals make it hard to wait though

The one you linked is not a gaming laptop and doesn't have discrete graphics.
