You can play the game without any DLC - no problem. It's fully functional.
The DLC adds to gameplay, with some DLC adding what should have been basic functions (like with the Art of War DLC).
Fully playable on the Steam Deck?
EU4 would be hard to play on the Steam Deck since it really requires a mouse.
It would definitely be possible, but I can't imagine wanting to play Paradox map painting games on the SD.
I tried it just to see and it's playable in that it works. But the track pads aren't precise enough for me and there's a lot of small menus and units.
If you want to try the DLC there's a Paradox Pass for US$5 @ month that gives you everything.
Orwell is a great game! Highly recommended if you enjoy analytical/ interactive games.
