OK, I'll start again after I accidentally unpublished my previous comment by trying to edit it after Twix replied to it.
What I said was that you've got to stay on the higher speed plan that got you the connection upgrade for free for 12 months or you get charged $220 for the connection upgrade.
What Twix said in reply was that some ISPs aren't enforcing that rule, and don't charge you if you downgrade your plan before the 12 months is up.
All good. Yeah there are ISPs not passing on the $200 (it's not $220) and allowing you to swap speeds at anytime after the fibre install is completed.

If you're truly thinking of downgrading, Exetel reportedly let you downgrade without penalty. (although I'm not sure how they would respond if you downgraded and then ported out before your 12 months was up).
And to answer your final question.
Once you've converted to FttP, you will only be able to buy internet through FttP (but you can still get lower speeds if you wish), your FttN will be disconnected permanently.
You stay on FTTP. Your FTTN service gets disconnected soon after and eventually FTTN gets switched off in your area.
No you don't need a VDSL2 modem again. FTTN delivered from the nbn FTTP NTD is not possible.
