I want to know if I were to make a complaint about a customer service agent or a seller, what is the best way to approach this? How would I know my complaint has been handled, heard and actions taken by the management?

How about this, why does it matter? It's nice to feel like you got one back at the person but you know what's even nicer? Forgetting it and moving on with your life. Take solace in the fact that they're a peon in a call centre.

If you didn't get a promise in writing then you really don't have much to make a stand on. You can put your complaint in writing as a valid option but if you were told (or decided to only hear) an unsustainable promise e.g. "90% sale off this car price", but didn't get the promised deal at time of payment, then you don't have much chance of getting traction.
There's not enough info given to decide if this is a 'misleading conduct' issue or just a whinge.
If the promise was made in a phone call, perhaps the call was recorded. Depending on the organisation, there might be an ombudsman, and you may be able to request access to the recording. Optus sent me a USB stick containing the recording of a call once after I lodged a complaint.
If you actually want an outcome and believe you are entitled to one, you should specify what outcome you would like. Don’t just expect them to come up with a solution.
Key here though is being entitled to one. If you don’t have any proof, then it’s going to be difficult.
