I don't think OP is complaining about fanny farts.
By all means, check for sleep apnea etc. But wax-type earplugs are very effective at blocking snoring.
Don't bother with foam ones.

Tell him to try mouth taping and not sleep on his back.
If it is very serious it is worth getting him checked for sleep apnea.
Sleep in separate rooms, if that's an option. I don't know why couples always think they have to sleep in the same bed or bedroom. I sleep far better by myself, GF does too.
Intimacy matters. Separate adjacent beds has merit, but earplugs are easy and effective for snoring.
In my backpacker days, earplugs were worth their weight on gold.
I need to use earplugs sometimes to sleep when away at work (FIFO camps). I use 3M 1100 foam earplugs. Watch a video/tutorial on how to properly insert them and they block out a lot of noise.
have you tried wax earplugs? More effective and easier to seal the ear canal, for me at least. They cost more but still cheap.

When I used to do night shifts I used silicone earplugs (Mack’s brand) to sleep during the day. They sit flush with your ear so you can lie on your side without them pressing into you uncomfortably. But I also agree with above advice that your partner should be screened for sleep apnoea.
As far as the heirarchy of controls goes, PPE is last on the list to fix something. If your partner is snoring quite loudly it could be a medical condition worth looking into. I used to sleep quite poorly and snore loudly and then got the works done on my face. Tonsilectomy, uvulectomy, RIT, septoplasty. Fixed my snoring and breathing and haven't looked back since.
Otherwise… Bose sleep buds are quite popular if you want to listen to some pre-recorded sounds.
