How many people are looking to build a new PC with relatively high end motherboard, but only want an 500GB SSD. Seems like a strange bundle IMO.
You know some people out there is a bit special. Sometimes they wanna cheap out somthing man. And you can get 2.5 inch ssd or cheap nvme ssd for secondary drive. It works cheaper as well
How will people know they're not the 21st buyer and miss out on the SSD?

Will this work with 13600 if I don't have older Intel processor to use for new bios?
Yes, This board has support for bios flashback. meaning that the updated bios can be loaded to a flash drive, plugged into the update port on the Back usb port and press the button.
