I'd argue no. For one, the 3600 actually does support pcie 4.0 if you get the right motherboard. The 5500 is also released so late that pretty much no board supports it without a bios update. It also has mega gimped cache.
Both pretty bad compared to the 5600. But when you're going for little savings here and there, I don't think it's gonna matter..
I'd argue yes, the 5500 sits in between the 3600 and 5600 in non gaming applications. In gaming it's a toss-up (Hardware Unboxed shows performance is about the same, Tom's Hardware shows it overall a bit faster than the 3600).
The trade-off is PCI-E 4.0 support which for most people buying one of these CPUs doesn't matter.

I've had a mint condition, unused 3500 sitting here for 18 months that I clearly should be putting on ebay for a hundred bucks. One day I'll get motivated…
