They're for similar, but different purposes.
Our garment steamer gets a lot of use going out to events to steam a suit or dress, as well as on trips away.
Agreed. I wouldn't use my iron on my suit or my wife's 'going out' dresses'.
We use our heat pump dryer a lot, and if I take out my work shirts straight away the most they need is a touch-up with a steamer. Saves getting out the iron.
Also, way easier to do curtains with a steamer. And with that sentence, I can confirm I am now middle aged… sigh.
I would be inclined to iron a shirt for a formal occasion, but I'm more likely to wear a casual shirt with some creases from being stuffed into a pretty full wardrobe… It's this a good use case for a streamer?

from what i've read, it seems it doesn't hold enough water, so there's an issue with constant refilling

Only issue I can see with the Philips is the small 70 ml Water Capacity. This will only allow you to do 1 garment before having to refill.
I guess it’s okay if you’re using it when travelling. It will occupy less space in the luggage.
Tip. Buy iron instead.
