Have the Kmart one, works well. Just have to remember to empty and clean drip tray else pink slim will build up.
JJ one certainly does not seem like a 2 tier one.
ETA looks like there is a spout on the bottom rack that carries water through to the sink. Seems pretty clever actually.

I drilled a hole in one corner of the drip tray (on the sink side) and lifted the opposite corner with something small like a flat bottle cap.
Never really found those spouts very useful. There's not really enough of an incline and there's usually not enough water for frank pooling of water where they would help. Mostly it's just chronic dampness that causes the issues.

Never. Even Amazon never had it at $99, always has been under $50

I have this, and I'd say it's pretty good especially for this price. It's main advantage is that it has a small footprint (I bought it to fit a specific spot). It's a good 20cm narrower than the Kmart model if you don't have a lot of space.
Don't understand the confusion about the second tier. And the spout works fine - there's no build up of water in the tray. Of course you still need to clean it periodically for soap scum/mould. And things dry better at the top with more free air around them.
kmart's $18 rack looks better than this. btw where is the 2nd tier? is it supposed to be a dip tray actually
