  That's OEM so it won't come with manufacturer warranty. The seller/store will be responsible for warranty so you'll likely only be provided 1 year.
  
  Retail packaged AMD CPUs come with 3 year manufacturer warranty.

I have a X470 and a 2600, would it be a good idea to purchase this deal or switch to an intel build? I also have 32GB of C18 3600MHz that can only run at 3200MHz, so should I just watch out for a CPU + MoBo combo instead?

  You might find that ram will perform better when you upgrade the CPU. The memory controller is on the CPU and AMD 3rd gen Ryzen got a significant upgrade
