Issue seems to have been resolved. They have incorectly linked this to a steam activation page. This game in fact uses their download manager (Capsule) to download. It is all good :)
Is is standalone or does it require Grand Theft Auto IV?

Would heartily recommend this game to anyone interested in GTA. I thought it was great fun, and much more enjoyable than the serious drudge of the main GTA4 campaign. This game knows it's a game and knows how to entertain. Probably worth getting the whole pack (GTA4, TBoGT, and TLatD), but yeah this would be the best part of gta4.
