I actually got similar from BigW ($129) - my daughter loves it, we can ride around together (finally).
Quality will be better than kmart bike. But these rotary gear shifters are not recommended by experts. Should be a good starter bike to use.

I was very sceptic about it, and still don't like it.
It works surprisingly fine for single derailleur, pretty sure it's PITA for double derailleur bike.
Reviews for these bikes are good. Especially for the build quality and brakes. It was a pain aligning the brakes to work for Kmart.
I got Kmart/big W for younger kids but once they can use 20" bikes or larger get better quality models.
