    I've found the polyester ones are useless compared to the ones that have a fleece lining. Quite surprised it has 5 star reviews.

  You can legally wear gaiters as masks in Vic, but they have to be fitted and not loose. I've tried finding fitted gaiters but only finding ones like OPs post. 🤷‍♂️
