Good quality power supply at a good price. It won't win any awards for efficiency, but I've had one for a few years without any issues, grabbing another for a second build. 360w of power available on the 12v rail, runs my overclocked Intel Core i5 4690k and overclocked GTX 1060 without any issues, around 320w from the wall under max load, with stable 5v & 12v rails. Used it temporarily with a Ryzen 5 3600 and GTX 3070 without issues as well.

2x 3060ti would be slightly too much for this, unless you have a decent undervolt
Easily… not really a word i'd use.
Adequate, but with little headroom would be more like it.
Assuming a dedicated mining rig, the rest of the system is minimal (no hard disk, no SSD, basic CPU and RAM) and the cards are tuned for efficiency then yeah, no worries, probably about 300-340w continuous.
If it were a day to day desktop rig with half decent CPU, dual channel RAM an SSD and a hard disk and no efficiency tuning then I'd suggest going 500W.Seriously do yourself a favour and don't skimp on power supply for mining - you're running it 24/7/365 and want it to be super reliable and stable on the 12v rail. Rule of thumb is run it at 80% or less of rated capacity. Having said that, this is a great price.
my under volt 3060ti only consume 120w power, so happy with it even with crappy PSU can do well
This PSU performs well though, so you're not "skimping" tbh
I'd firmly place this PSU in the below average category. It might be fine build quality wise but it's borderline on wattage and only 80+bronze.

so this can run 2x3060 Ti when mining easily? assuming 1x8pin versions and that one has 2x3060 Ti at hand
