Having used these (and they do do the job), I can say they don't have much capacity when there's a laptop on the other end sucking all their juice. There won't be any multiple charges with these.
Hence I wouldn't consider anything with a smaller capacity - unless you don't need to charge a USB-C laptop in which case I'm sure there are loads of options that don't put out so many watts.
ive used a 10,000 mah one to charge a smaller laptop without much issue
not fussed if it only gets it 3/4 of the way or whatever

It does the job, don't expect to get lots of charges out of it though if you have a power-hungry laptop. You'll get about one, hopefully.

I have a similar one of these. Can charge my MacBook Pro and iPhone each once. Great for power outages.
does the power bank discharge when not in use? Do you need to keep it topped up regularly to make sure it has juice when that outage happens?
I store them at 1/2 charge
