sorry i'm not familiar with the practical side of things… haven't had to buy pc fans in quite a while.
I got mine (P12 PWM) from Groovesland on Ebay UK
They provide free shipping but it takes ages to arrive (to New Zealand), especially with Covid. I ended up grabbing x4 for GBP 25.96 back in May. Expect to wait at least a month.

Personally im on the lookout for Artic's P14 PWM at 2.2 / 2.4 pressure rating (72.8CFM at 22-24db or 0.3 "sone")

Noise level? Extreme airflow so I'm guessing not quiet.
