You will never know what you get from these companies, is the camera 15 or 20fps @4k?

Could anyone recommend a USB camera for recording handwritten notes and diagrams for teaching classes online? Doesn't need a stand I can just mcgyver something.
Cheaper is better (obviously). I think 15fps at 1080p would be a minimum spec but I'm just guessing.
I'd go with a decent graphics tablet personally.
I've been using a 'One by Wacom' - I find it pretty good, older colleagues struggle. I'm sure a higher end one would be better.

It's for teaching maths and sometimes answers go on for a few pages, so I'll have to look into how easy it is to bring up each page (to revisit elements of the answer). I assume between shared desktop and the Wacom device I'll be able to show different pages quickly and easily.

Reviews seems to suggest it's not true 4K as its only USB 2.0, probably using some kind of up scaling from 1080p.
