Can easily handle 3900x even without the best cooling. If you don't need all the bells and whistles of the Mortar or Tomahawk, this is a good option.

MSI probably has better cooling but it doesn't offer the built in wifi.

Not playing hard core games, mainly web, office, Adobe photoshop, editing movie a bit and watch movie {can handle 4k if possible}.
Able to use dual display monitors.
Note:
If motherboard has built-in wifi 6 is a plus for future proof

The graphics card comes with the cpus that have a G at the end (like the 3400G). It'll work well for some simple video editing plus photoshop and even gaming if you use low settings
I might be mis-intepreting your post but wanted to clarify for you just in case. The motherboard in this deal is a micro ATX motherboard not mini ITX. So if thinking of specifically building mini ITX case this particular motherboard won't fit.
Refer to deliriousdave post for Graphics enabled CPU answer. From some reading dual monitors should be ok on Ryzen APU.
A quick google shows some mini ITX boards with on board wifi 6. So that's possible.
